Very big check-in.  I've ported all the docs over from 'docs' to 'contrib/docs'

This are of contrib is to store large documents that are too big or too binary 
to go in the main Moodle Docs site at http://docs.moodle.org/

Please use language directories that mirror the ones on Moodle Docs.
