CONTRIB-1189 & CONTRIB-1191 mrbs block

Timetable CSV import feature plus display of simultaneous bookings. This functions in a similar way to flatfile enrolments whereby a file location is defined and any files found there will be automatically processed.

CONTRIB-1252 mrbs block Force bookings

This allows users with a new capability to book an already booked room, all existing bookings are then automatically moved out to other suitable rooms (this does rely on rooms being described as 'Teaching%') and sends emails to the owners of those bookings informing them of the changes
